COMMISSION MEETINGS AND HEARINGS

No Commission open meetings or executive sessions were scheduled this week.

ADVISORY OPINIONS

Requests Received

AOR 2014-14 (Trammell). On September 3, 2014, the Commission made public Advisory Opinion Request 2014-14. Professor Jack Trammell is a candidate for the United States House of Representatives, and he asks whether his employer, Randolph-Macon College, may continue to pay its share of his fringe benefits while he is on unpaid leave in order to campaign. Trammell requests expedited consideration of his Advisory Opinion Request pursuant to the Commission's Advisory Opinion Procedure.

ADMINISTRATIVE FINES

The Commission made public two campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System.

AF 2636– Garcia for Congress and Swati Patel, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $15,220.

AF 2790– Texans for Lamar Smith and Pike Powers, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $2,890.

LITIGATION

Citizens for Responsibility and Ethics in Washington (CREW) v. FEC (No. 11-cv-00951(CKK)). On September 5, the United States District Court for the District of Columbia issued a Memorandum Opinion and Order, awarding the plaintiff $500 in costs and $153, 258.98 in fees.

LEGAL DEVELOPMENTS

FECA Moves from Title 2 to Title 52 of the United States Code. As of September 1, 2014, federal campaign finance laws (currently found in 2 U.S.C. § 431, et seq.) have been consolidated with other laws governing voting and elections in the new title 52 of the United States Code. The FEC will compile and distribute a new version of our "Orange Book" to reflect the changes.

OUTREACH

On September 5-7, Vice Chair Ann M. Ravel attended the California Political Attorneys Association conference and spoke about the work of the Commission.

UPCOMING EVENTS

Public Forum on Website Improvement. The FEC’s Public Forum on Website Improvement is scheduled for September 17. In partnership with 18F, a newly formed organization within the General Services Administration (GSA), the FEC has launched a website redesign effort to improve the public’s access to campaign finance data, guidance and regulations, and filing information.  An open discussion with Commissioners and senior staff will be held from 10:00-12:00 pm, and working group breakout sessions with Commission staff moderated by 18F will meet from 1:00-3:00 pm.  Space is limited; if you would like to participate in person, please email us at websiteforum@fec.gov.  Alternatively, you may listen to the open discussion through a live audio feed available on FEC.gov, which requires no pre-registration.

The FEC Annual Reports from 1975-2006 are now available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency’s activities for each fiscal year.
