ADVISORY OPINIONS

Extension of Time Received

AOR 2013-11 (Citizens for Joe Miller). On September 4, the Commission received an Extension of Time until November 1 on Advisory Opinion Request 2013-11. Citizens for Joe Miller (the Committee) is an authorized committee of Joseph Miller, a former federal candidate for Senate from Alaska. The Committee asks whether it can use campaign funds as a deposit with an Alaska state court pending an appeal of an Alaskan judgment assessing attorney's fees in litigation involving Mr. Miller.

Request Received

AOR 2013-15 (Conservative Action Fund). On September 4, the Commission made public Advisory Opinion Request 2013-15 from Conservative Action Fund (CAF). CAF asks several questions related to its receipt of Bitcoins as contributions.  The Commission must issue a response no later than 60 days after receipt of the complete request, that is, by October 28, 2013.

ADMINISTRATIVE FINES

The Commission made public 12 campaign finance enforcement matters that were resolved through its Administrative Fines (AF) program, as follows. For more information, see the case documents in the Enforcement Query System.

AF 2221 – Eric Wnuck 2010 and Eric Wnuck, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $412.

AF 2413 – Constellation Brands Inc. Political Action Committee and Perry Humphrey, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $550.

AF 2697 – Brad Bookout for Congress and Lisa Bookout, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2699 – Brad Morris for Congress and Robert T. “Bob” Gray, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2701 – Cassis for Congress and Sean C. Sant, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $330.

AF 2703 – David Schapira for Congress and Lauren Kuby, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2706 – Friends of Julian Schreibman and Christopher P. Ragucci, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2724 – Maragos4NY and Khaleda Malique, in her official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2726 – Melendez for Congress and Bernie Mapili, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2734 – Rose Meza Harrison for Congress and George Clower, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $250.

AF 2745 – Powell for Congress and Frederick A. Hodnett Jr., in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $6,080.

AF 2746 – Hinckley for US Senate and Peter Gallipeau, in his official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $6,250.

LITIGATION

Free Speech v. FEC (Case 13-8033). On September 3, the Commission filed its Response to Petition for Rehearing En Banc in the United States Court of Appeals for the Tenth Circuit.

OUTREACH

On September 4, Chair Ellen L. Weintraub discussed the role of the Commission with a group of political and government leaders from South Korea.

This publication identifies the federal and state agencies responsible for the disclosure of campaign finances, lobbying, personal finances, public financing, candidates on the ballot, election results, spending on state initiatives and other financial filings.

The Official 2012 Presidential General Election Results are available in the Library section of the website. This listing was compiled from the official election results published by state election offices.

The FEC Annual Reports from 1975-2006 are now available on the website. Beginning in 2007, the Commission consolidated its Annual Report with its Performance and Accountability Report (PAR) to provide a single account of the agency's activities for each fiscal year.
