Management and administration offices

Administrative Services Division

The Administrative Services Division has overall responsibility for physical security, building access, space and facility management, occupant emergency planning, occupational health and safety, fleet and transportation, property management, furniture and office equipment, and government travel cards. In addition, the office manages the copy center, supply ordering and distribution, and agency mail center services.

Administrative Services Manager/Physical Security Officer

India K. Robinson joined the FEC on February 28, 2011 as the Administrative Services Manager. She also serves as the agency’s Physical Security Officer. India has over 27 years of experience with the federal government. Prior to joining the FEC, India served as Administrative Officer at the National Institutes of Health, Center for Scientific Review. In this capacity, she provided a full range of administrative services, including offering advice and guidance to management on various issues, conducting studies of management practices and processes, and recommending change, when needed, to enhance program effectiveness. Ms. Robinson started her federal career at NASA Goddard Space Flight Center where she managed the day-to-day administrative functions for the SeaWiFS and SIMBIOS Project offices in the Earth Science Division.

India graduated summa cum laude with a B.S in Business Administration from Bowie State University and holds a Master's degree in Public Administration from American University's Key Executive Leadership Program.

Office of the Commission Secretary

The Secretary and Clerk of the Commission is responsible for a broad range of highly responsible functions which relate to the official operations of the Commission while serving as the Commission’s official Archival and Reference Authority and manager of its Records Management Program.

The Secretary and Clerk serves as the central repository and official custodian for all Commission documents and distribution point for the circulation of papers to the Commission. The Secretary and Clerk handles all administrative matters relating to Commission meetings and hearings. This includes preparing meeting agendas, agenda documents, Sunshine Act notices, meeting minutes and vote certifications. The Secretary and Clerk also conducts special studies related to the functions of the Secretariat as requested by Commissioners and Staff Director.

Commission Secretary

Ms. Sinram joined the Commission in 2005 as a Campaign Finance Analyst in the Reports Analysis Division. In May 2017, she began serving as the Deputy Commission Secretary. Ms. Sinram graduated magna cum laude with a B.S. in Business Administration from the University of Nebraska Omaha.

Office of Human Resources

The Office of Human Resources provides policy guidance and operational support to managers and staff in all areas of human resources management. The office plays a critical role in helping the Commission meet strategic performance goals by attracting, developing, and retaining a highly qualified, diverse workforce and providing results-driven approaches to position management and classification, pay administration and compensation, performance management and human resource development. The office also provides expert consultation regarding employee benefits and wellness and family-friendly programs that sustain and enhance the employer-employee relationship. Additionally, the office administers the Commission's labor-management relations program. Finally, the Office of Human Resources processes all personnel actions and maintains all official personnel records for Commission employees.
